This command closes a customer tab by performing a completion to PWC using an existing CTROUTD. Close Tab message specification is identical to Capture.

CTROUTD is a required element
TIP_AMOUNT is an optional element (include TIP_AMOUNT when calculating TRANS_AMOUNT)
START command must be sent to open the session for Capture (Sale) transaction.
